The widgets in the image appear to be part of a custom setup using an application called Koda. The specific layout is a setup shared by a user on X (formerly Twitter) who frequently uses Koda widgets for their homescreens. I have never used third party launchers myself so don't know full details on how you use them.

You'll need to download KWGT kustom widget maker from play store and koda for kustom apps, to get same results you'd probably will need to get a pro version (paid one), or a subscription as regular one has limited options and what widgets you can get.
