Why can't I video call on a s24, without using a third party app??

Video calling is usually a premium feature provided by your network and in most cases is chargeable.

Cell providers usually don't provide video calling. As in, I've never heard of one who does. So the only way is a third party app.

I have a feeling you came from an iPhone and are talking about face time. Face time is technically a third party app pre-installed on all iphones. Video calling has never really been a default feature

No I was trying to access the built in video calling on the phone and it doesn't appear to have 1.... why is this please??
