A few upgrades ago my camera started playing up, poor picture quality when in zoom, has anyone else had same issues or do you think I might have a fault with my phone?
If so, who do I contact for repair? Samsung or service provider? I've had phone since January when it was released

Personally I haven't experienced any issues with my s24 ultras camera with or without zooming. Unless you're using 12MP 100x Zoom, then quality drops and you need keep your hands still as any movement can result in blurry or "washed out" looking pictures.
It's hard to tell without any uploaded samples. I keep my intelegent optimisation on lowest and turned off all of scene optimiser options in camera settings as well, mostly i use expert or pro raw and don't see any issues.
Now in terms what you should contact, it's always the retailer or shop you got your phone from if you get it from your network provider then you should contact them first if you think there's issue with your phones camera or device itself.

Phone lenses are not up to scratch with zoom regardless of their software capabilities.
I personally don't use zoom over 30x.
Infact.I prefer to stick to the default lenses which are the optimised one.
I also make full use of scene optimisation and any other option the phone offers as for me these give the best possible outcomes for me.
Definitely experiment with different settings and watch a lot of youtube videos on the same.
