How do I make my Samsung s24 receive withheld phone numbers pls help

Goto phone app setting and change under block numbers/block calls

You can follow these steps, David:

1. Open the Phone app
2. More Settings (3 dots in the top right)
3. Settings
4. Block numbers
5. Toggle off "Block calls from unknown numbers".
