Certainly. The steps were in my initial post. I recommend trying this step first before looking at the others. It might be the only one you need.
To do this, please open the Camera app > Click the gear icon on the top right > Reset settings > Reset.
Wiping the cache partition is a useful step as well, as it won't delete any essential data. @Fiona26 has provided the steps for this.

Once you reset the Camera app, any customisations you made (e.g. modes and filters) will have been reset as well.
To check your Filters and add new ones (if necessary), please open the Camera app > Click the filter icon on the top right > Scroll through your Filters at the bottom and choose one, or click the + icon Download filters or Create filter.

Not sure if you were able to get this problem fix but I was have it aswell and all I needed to do was turn off night mode. A little moon pops up in the bottom right corner of the camera and will be yellow if it's on.

I was looking for help to the question posted and tried your method. I just want to thank you for helping me, I was having the same issues of a 3 second timer before taking a selfie or picture and then tapped on the moon icon and it stopped. Thanks again.
