Try to reset your SIM card options in Settings -> General -> Restore. How old is your SIM1? If it is 5+ years old, ask your provider to change your SIM card. There could also be a problem with your phone's hardware—make a restore as in my first suggestion and try swapping SIM1 and SIM2 and creating a new configuration. If this problem reappears, you should visit a Samsung service center.
