S23 Ultra only Charges to around 64%

Try these in order of ease, and see if it resolves after each step..if not, move to the next

- normal restart
- soft reboot (hold down volume up and power)
- clear cache partition (usb into pc, get into recovery mode, clear cache partition - look ok YT for steps)
- full factory reset (be sure to back up data)

What charger are you using?
Could be an issue with that.
Had a similar thing before with a Spigen Wireless charger where it did the same sort of thing

Either your phone battery is faulty
Or
Your charger or cable is faulty

There is a battrey saver option that should charge the battery to only 85% may be switching off bit soon
