@marswil: Where did you purchase your Galaxy S23 Ultra from, and where are you currently located? If the device was intended for use outside the UK, then this might explain why you are unable to claim the Boost offers, as they are only open to customers in the UK and Ireland.

I'm wondering if they have supplied a phone from the grey market i.e known as grey imports.
If so the system would pick up from the phone's System details that it may not be eligible @marswil
Have a word or Google search which phone's this seller provides.

OK I have just reported the issue to an expert in live chat. They told me to clear my cache and try again. That did not work. Then they wanted to remotely access my device to help me claim the Disney Plus offer and I said hell no. So I said to them that I will wait for Samsung to fix the Select Device button on the Samsung Boost website. I also told them that it's happening to lots of people and we have been discussing it in the Samsung Community online.
