How can I tell if text messages have been read?

If you enable chat features, you will get read and delivered with other users on android that use chat. This sends over WiFi or mobile data. If you go into messages tap the 3 dots, go to settings you will have some options to toggle on.

My chat features won't stay on do you know why?

Are you with Vodafone by any chance? They have stopped support at the moment for chat in Samsung messages.

Others users will need to have the read  settings enabled in chat for your messages.  The text settings only enable Delivery Receipts.
