You are doing it incorrectly. on any Samsung phone.
Wipe Cache
1) Turn off the device.
2) Press and hold the Volume Up key and the spower button.
3) When the Android logo displays, release all keys.
4) Press the Volume down key to navigate and select "Wipe cache partition".
5) Press Power key to select. When the wipe cache partition is complete, Select Reboot System.
6) Press the Power key to restart the device.
Factory Reset
⚠️⚠️ BEFORE you Factory Reset, Disable 2-Step Verification ⚠️⚠️
If you forget, it's not the end of the world, you can normally use your device's phone number to verify your identity via text.
Repeat the above steps, but instead of Scrolling down to Wipe Cache, Scroll down to Wipe Data Factory Reset.
After a Factory Reset, your device will be as it was when you first received it.
You will need to start at the Welcome Screen.

Well it works on the SM-G988W One UI V5.1 & SM-S918W One UI V6.0 and it's worked like this all the way back to the Skyrocket.
I'll try to upload the video of my S20 Ultra One UI V5.1 Booting into Recovery with nothing attached to it.
It'll take a few minutes for the video to load here.

Holding the buttons in just starts mu phone

You need to Power OFF the phone first. Then press & hold Power + Volume Up until you feel the phone vibrate / see the logo & release both simultaneously to Boot into Recovery.
