Hello @Owlman, I found that when this occurred it was usually that my service provider had not configured it correctly at their end. Check with them again and see if it suddenly appears.
Call your network provider and as @Fiona26 said assuming they support it, ask them to set up WiFi calling on your account and updated Config to your phone
