So Facebook app is no longer preloaded, and so can be deleted (not just disabled or "uninstall updates) - can be totally removed. 
But "Facebook services" and "Facebook app manager" is still forced and not removable - those can only be disabled and "uninstall updates". 
I think "Facebook app manager" might have reenabled itself once too.
You also can't set battery usage to restricted - the options other than Unrestricted are greyed out. 

So close yet so far.

I guess it's progress! Though the re-enabling itself is a bad move on their part. I also don't like that Netflix is preloaded. Non-essential apps should not be treated like they are part of the kernel.

I think the re-enabling may have been after doing the "uninstall updates" which kinda makes sense (if it reinstalls the original version). Just may not have shown as enabled straight away.
But yeah, preloading and forcing sucks.
