It's set at 85% for optimal charging. It can be changed though the battery settings

No @Imma187datpoompoom my Samsung Galaxy s²² Ultra charges to 100%.

I prefer not to have the reduced option activated in Battery and Device Care, Tap on Battery ,  More Battery settings, Protect Battery.

Actually there is evidence that a lithium ion battery's life span is substantially reduced above 80%, however most users use their devices constantly, so the eventuality is the phone hardly remains above this level for long. This option is useful for those users who keep their devices idle for long periods after being fully charged, or stored and unused.
