In the past when I've created new app folders on my homepage, I've been able to edit the colour and transparency of the icon.
Suddenly any new folders I create seem to be stuck with a grey solid colour background.

I used to, but apparently not in UI 5.1, I get the option to edit the text but nothing else.Screenshot_20230501_115617_One UI Home.jpg

I'm also on one ui 5.1 with s23 ultra. I still have the option to change the folders colour. Are you using any other launcher that may effect the option being available?

I'll have to look at the theme settings, must be to do with the colour palette in themes.

It could be that you have turned on pop-up folder option under Folder in Goodlock Home Up app. If you toggle it off, you should then get the default folder with the colour options as suggested by @Fiona26.
