Hi there I have the Samsung default weather app to refresh every 3 hours but I've noticed it'll be well over the 3 hours before it refreshes...

is this a software bug or a just the normal

You can just refresh it your self lots easier and don't really need it running too much in the background.
Unless you need to keep checking all the time.
You could wipe the app cache under settings and see if it helps.

Mine is set to refresh every 6 hours but it never does.

Hold the widget. Press information. Battery. Select unrestricted.
