Updates are typically pushed out in waves as not to overload Samsungs servers.
It's pushed out to eligible phone's dependent on phone model and build number and region.
In some cases a branded phone i.e a phone supplied directly by a Network may have a slightly different schedule as a network may want to test an update before being pushed out to try and ensure nothing in the new update clashes with their network apps or services.
