@Anonymous User: I've had a look into this for you, and if you purchased your phone from a retailer, and have owned it for less than 6 months, then you can purchase Samsung Care+ via the following link. You'll need your IMEI or serial number to get started, which can be found in Settings > About Phone.

Which country do you reside in as Terms and Conditions can differ @Anonymous User ?
Can you link to the T&C's your quoting from.
I'm in the UK and here are some of the information Samsung provides in relation to Samsung Care +
From Samsung Care + Terms and Conditions, Pdf
Samsung Care + should be bought at the time of purchase or within 30 days of the purchase date.
Personally I have my phone's covered by my Home Contents Insurance policy.
Daily Driver > Samsung Galaxy s²⁵ Ultra 512Gb ~ Titanium Black.
The advice I offer is my own and does not represent Samsung’s position.
I'm here to help. " This is the way. "

It's six months now...
I won't put my phone on my home contents insurance, did that once and made a claim and when my renewal came round both my car and home contents insurance (same provider/policy) sky rocketed as a result of the claim.
