I can not make out going calls or text does anyone know how to fix this

@Heshe Hello, try to remove the SIM card and try it in another device. If the problem is found in your phone: 1.Go to Help / Diagnosis / Mobile network and check. 2.Restart the phone in safe mode and check if the problem persists. If the problem disappears - uninstall the last installed applications. 3. Try Reset network settings: it is located in General administration / reset.
You may have to Factory Reset the device as it is a serious problem. Please backup and reset your phone, but don't reset the backup. Install everything from scratch.

Dial *#06# to see if your phone has dropped the IMEIs (or go to settings - about device). If it has then you'll need to take it to a Samsung repair centre for the board to be replaced. If you can use SIM 2 slot but not SIM 1 slot then your device may have been accidentally/intentionally blocked by the network. Try a different SIM in case yours has gone faulty, or try another network in case the network is having issues. Hope this helps!

Restart your phone and hold volume down. When your device is in safe mode then try make a call then. If that works then its an app you have installed that's causing the issue

@Heshe: To troubleshoot the issue please open the Phone app > Tap the 3 dots in the top right > Settings > Supplementary Services > Call Barring > Voice Call, and make sure that all options here are toggled off, especially  'All Outgoing Calls'.. Now, head to Settings > Connections > Flight Mode, and toggle this off if it is enabled. If the issue persists, please remove your SIM, give the gold contacts a rub, and put it back to see if this helps. If the issue is only affecting certain contacts, please open the Contacts app, select an affected contact, tap the 3 dots in the top right, and select Unblock Contact, if applicable. I also recommend reaching out to your network provider to see if there are any restrictions on your account, or to the service in your current area. If you're on a Pay As You Go contract, you should also double check to make sure that you have sufficient credit to make calls/send texts.
