Hey there, you can disable this by opening Samsung Pay, tap on the menu icon (on the top left that looks like 3 lines) and tap the settings icon (this is on the top right of the pop out menu and looks like a cog/gear). There will be an option called 'quick access' where you will find the option to turn it off. Toggle off 'home screen and you will no longer be able to swipe up from the home screen to open Samsung Pay. There are other options there which you can toggle on or off if you wish.
