I have had this phone 2 weeks, and when I use the camera.. every couple pics, the camera fails. I have reset the app.. and have done a hard reset. Do I have a bad phone???

Have you tried clearing the camera cache / data via Settings, Apps, camera, storage, clear cache / clear data ?
Also have you tried Https://www.samsung.com/uk/support/mobile-devices/how-to-start-my-galaxy-device-in-safe-mode/ as this will help to highlight if an app or theme etc is potentially causing issues.
If your put of any relevant cooling off period then I'd suggest to go back to the source that supplied the phone and ask for support.
A Samsung Experience Store or Samsung Service Centre should also help under the 24 month warranty.
