"silky water" or "candyfloss" effect

Does anyone know the best camera settings to achieve this effect when taking photos of waterfalls,/moving water please?

On my old phone which was an Huawei, there was in built settings for this and star trails so I'm a bit lost when it comes to manual settings.

@Garygadge: I recommend using Pro Mode and applying the following values to capture photos of running water/waterfalls. Due to the slow shutter speed, please use a tripod to avoid blurring.  

Aperture: F 8.0

Shutter Speed: 2-10 seconds

ISO: 100

How does one get an Aperture of F 8.0? Don't see that on the Ultra....
