There is nothing wrong for the manufacturer to let you charge the phone to 100 per cent (a little bit less i n reality to protect the battery). However a charge limiter would be something I always asked an is something I would appreciate.
However note that it is not only a software thing but also a hardware thing, you need a specialised piece of hardware inside the device to phisically stop charging the battery like there is in many laptops. However I do not know if such hardware is already present in the smartphone or not, if it is present in some of them it would be fantastic to have the option enabled via software.
