Yes, the normal S21, S21+ and S21 ultra got the update a while ago but the S21 FE has only now just been released.

Some s21fe updates come in december so you will definetly get it in December

Did she get it from a network provider? Mine is factory unlocked from Samsung, these handsets get updates first but any that have come from network providers get the updates a bit later.

Check for CSC code under settings>about phone>software information>service provider software version

Mine is EUX which is factory unbranded CSC code.

From doing a bit of googling, BTE CSC code relates to BT mobile apparently.
