Maybe you've found a bug in a beta version, after all that's what beta versions are for. Report it to google in the standard beta testing way.

If you are talking about the phone software a Beta version does not usually have the signed security approvals which Google Pay requires to work.

I think this is the issue. As its a beta google hasn't licensed this version for Google pay
