Initial reports suggested this was specifically  a problem in The U.S, however other users have reported issues 

The screen drops down to 60 Hz as soon as the user lifts their finger rather , other than when the scrolling animation is complete.

Samsung have begun rolling out a new update to fix the lag on U.S. models.

"The new build is G99xUSQU4BUK9 (where "x" is different according to which S21 family member you have), and it's coming to replace the previous G99xUSQU4BUK7 on US carrier models. For now, the new build showed up at Verizon, but we expect it to reach the other carriers' units very soon."

Yeah that new update definitely did not address nor fix the refresh rate issue. Still horribly laggy and non responsive.
