Did you try it before removing the factory fit screen protector? It sounds to me like your screen protectors are disrupting it. Light has no relevance as the sensor uses ultrasonic waves to register its impression.
If you go to the Samsung members app and click get help, phone care, run the interactive checks and click fingerprints. Does it not register there? If it fails to register, you will need to get the unit repaired or replaced.
