Edge panel Clipboard doesnt keep pinned items on top

My Note 8 used to keep the pinned items on the very top of the list in the edge panel clipboard.  S21 FE doesn't.

I just keep losing my pinned items. How do I fix this?

It behaves the same on mine, I guess your only pinning the ones you want to keep so if you click the clear button only the pinned ones will remain. Not the solution your looking for I know.
