I am looking for earbuds that are not too expensive and that are compatible with my s21 plus 
I have the buds live but they make my ears sore and also seem to fall out .

I use the Anker Life Dot 2. They give you 8 hours battery life on a single charge, and the case itself can provide another 100hours!

They cost ~£45 on Amazon, but regularly go down to £37.990

They are noise cancelling but if you mean Active Noise Cancelling they don't, they fit snug in your ear to block out sound that way.

The galaxy buds live do not use tips as they are not in ear design. They do have dinner sort of wings but the memory foam tips you are referring to are for the buds with in ear designs such as the pro and buds plus.

All Bluetooth earphones will be compatible with your phone with differences in features and integration. I would suggest the Buds Plus since these gave excellent integration with the galaxy lineup (of course, due to being made by Samsung for them) as well as sounding quite good for the price you pay.
They are next to impossible to fall out because of the wing tips, but that could vary. I haven't come across wireless buds that fit better.
The battery life is one of the best among buds and can last around 11 hrs through one sitting without needing to put back in the case.
They do not have noise active noise cancellation but the passive noise cancellation it provides is enough when listening to music that ANC is not really needed.
I am currently using the Buds Pro; they sound fantastic but the fit is not the best and vary more widely among individuals.
