@Angela1234:The phone icon with Wi-Fi sounds like Wi-Fi Calling, which allows you to make calls over a Wi-Fi network. Have you tried reaching out to a friend or family member to see if they're able to get through to you? If you swipe from the top of the screen to the bottom using two fingers, and swipe through the Quick panel options, is Wi-Fi Calling enabled?
If not, please try heading to Settings > Connections > Flight Mode, and toggle this option off if it is active. If this isn't applicable, open the Phone app > Tap the 3 dots in the top right > Settings > Supplementary services > Call forwarding, and check to see if any of the conditions are currently enabled. Go back > Call barring, and disable 'All incoming calls' if it's active.
