I would assume your going to need to check the settings both in your laptop and phone as it appears something in either is blocking the connection.
You can clear the cache in your phone's bluetooth via Settings > Apps > Your Apps tap on that icon and toggle On show System Apps. > Bluetooth > Storage > Clear Cache and if absolutely necessary clear data.
