Is this in your Gallery or when you post it in a forum etc ?
Can you try the following generic troubleshooting guides please.
> Clear Cache Files from the phone's System Partition Section > https://www.samsung.com/uk/support/mobile-devices/how-do-i-clear-the-cache-on-my-device/ You may need to insert your earphones or hook upto a powered On Laptop to access the Clear Partition Section. This may help with lag or stutters as this clears the phone of old/unused or broken cache files.There is also a Repair Apps option in the Menu System too.
Also have a really good look at your camera settings.

A final resort could be a back up and factory reset.

Same issue as yours. Following that thread.
Also I have thought it was cured but it started again.
It happens only in Portrait pictures and it is tedious.

I was able to cure it with multiple resets....
