Does having this option on mean sound quality is better?

Not seen that are you in developer settings?

Unless your using LDAC headphones there is no much to change for SQ

Yes I have developer options on, and my bluetooth earphones say the supported modes are HFP, HSP, A2DP, AVRCP, whatever they mean

All apart from AAC or LDAC are compression formats aka lossy, the others are Lossless no compression.

No point changing unless you use HiRes apps and subscriptions from say Tidal Hifi or Qobuz Sublime, then again it all depends what your headphones support, Samsung is all SBC a lossy formate trying to offer lossless

Well hardware offload means letting the headphones decode the audio normally. Since your headphones support A2DP try it and see if you can hear any difference.
