My phone is showing system memory taking up 19gb of storage, does this sound normal?

Yes it does @JV9 in my opinion.

For example the System Memory on my Note 10+ 5G is 26.9 Gb.

Samsung Note 10+ 5G.

Some of the phones memory is gated Off for future Software Updates and Security Updates.
