I'm unable to say why you are not receiving this without having more information but I would be happy to try to get this resolved for you. Is this only affecting the Messaging app? Can you check this?
1. Settings> Notifications> App icon badges> Turn on.
2. Settings> Notifications> Select the app that you'd like to get notifications from and turn the slider on.
3 Ensure that Do not disturb mode is not enabled from: Settings> Notifications> Do not disturb.
4. If you are not receiving notifications on the Lock Screen head into Settings> Lock screen> make sure that Notifications are turned on.
5. Ensure that you don't have any power saving settings enable from: Settings> Device care> Battery> Power Mode and also check if this app is set as a sleeping app from Settings> Device care> Battery> Menu (3 dots top right)> Settings> Sleeping apps.
In regard to your other question, would you be able to tell if the volume on the phone is set to the maximum and if this is affecting all the videos or some in particular? Do the same happens when you reproduce a video from any app?
