It was a global issue for Whatsapp, Instagram and Facebook, it should be working fine now. If not, see if there is an update for Whatsapp

Indeed there was an outage for all Facebook owned apps for 6 hours, fixed around 10 PM Uk time on Monday.   Apparently the  backbone connection between data centres shut down during routine maintenance, this resulted in the  DNS servers  going offline. https://www.theverge.com/2021/10/4/22708989/instagram-facebook-outage-messenger-whatsapp-error
