Pull down from top hides icons

Can somebody help with this. I used to switch off  mobile data by pulling down from top of screen- but now the screen is hidden behind a panel and I can't get to the  button. Can anybody help?

Can you post a screenshot of how it looks and what panel?

Try pulling down further to access shortcuts..then edit buttons if needed with three dots on right
