Updates are sent out in waves as not to overload Samsung's servers.
It's also sent out in relation to region, phone model and its serial and build number.
If a phone has been supplied by a network then as sometimes a network wants to test the update before allowing Samsung to push it out to ensure it does not clash with its network apps and features these phone's can have their own slightly different schedule to phone's supplied by Samsung.
Please keep checking your phone's software update section and you can also try using Samsung Smartswitch.
