There are apps available from the app store, please see search link attached as a suggestion/ idea. But you should try using Bixby which is built in and can assist with a lot...

Bixby will translate a Text or read it to me.

I did not find the way to write something on the screen (let´s say Samsung Notes App)  and then make Bixby convert that into text.

Could someone help me with this please?

You can only write on the entire screen using a NOTE device. However you can go into your keyboard settings and change it from the keypad to handwriting input. Not sure I would use that feature as you have to write in the same area the keypad is also you'll have to use your fingers to write. Also this is providing the handwriting function is still available. If not search the app store for a keyboard /keypad which supports handwriting. Hope this helps.

The Google Gboard which I downloaded from the Play Store solved my problem.  It has many different keyboards, handwriting and even translate words.  Very interesting!!!
