Hi, I'm trying to set up a second SIM on my Galaxy S20 FE since I'm abroad. However, all tutorials mention a "SIM card manager"in Settings - Connections - Mobiel Netweorks, and I can't seem to find it.

I checked the updates and the phone is up to date, and when I checked the phone specifications it mentioned dual SIM, does anyone know how to set it up? or confirmation if the S20 FE has indeed dual SIM capabilities?

Hi Sim card manager is in settings, connections. No need to go to mobile networks.

If sim manager isn't showing it usually means it's not dual sim

But check if it's there as mentioned above

I only see:

More connection settings.

That's a single sim device.

You've a single SIM handset then. If it was Dual SIM then under About Phone -> Status -> IMEI then you'd have IMEI (Slot 1) and IMEI (Slot 2) listed and the numbers would differ by a digit or 2.
