So why has Samsung released the August update to Russia before the UK.

I'm not sure conflict would affect a software update. After all the Russian population in general are entitled to updates like the rest of the world.

Updates are sent out by region, phone model and build and serial number.

I recieved the August update for my UK Samsung phone on the 29th of July.
