That's correct. The device itself has software which marks it as a carrier network. This is mainly so they can install their bloatware and pre-configure their network details. You won't be able to change this as it's likely marked against the S/N and/or the IMEI number. If you want an unlocked phone I'd suggest going to another network which uses O2's network such as Tesco, Sky etc.
