Quick decline message editing

Our organization recently upgraded all employees from S7 to S10. I successfully transferred everything, including my quick decline messages in Hebrew. I can see them in the settings of the phone app. However, when a call comes in and I enter the decline message menu, I see only the default English messages to choose from (my interface is all English). Obviously something overrides the settings in the phone app. But what?

I use TrueCaller, but that should make no difference. Any idea how to fix this will be appreciated.

Same problem here. Any ideaas on how to solve it? I am using Truecaller and would like to edit the default english decline messages. Thanks!
