Where is Smart Call?

I was reading about Smart Call and wanted to look at its settings, etc.  But my S10 doesn't seem to have that app.  Does it have to be installed from somewhere?  Does AT&T block remove it?

Some carriers do block it but I can't help with ATT since we get few questions about US devices here in the European forum, sorry.
