will the VoLTE still allow me to use data while talking through even tho this setting '' Use mobile data during calls '' is turned off?

May I Know exact CSC Code which is located at "Settings - About phone - Software information - Service provider sw ver." and it looks like "XEU/XEU,XEU/XSG" for example.

And for your question, when you turn that option off, if you need to use mobile data during calls you need to make a call with same sim card using mobile data.

Yes, that's right. If when you turned on mobile data with same sim card used for calls.

If you turn off VoLTE, mobile data changes to 2G/3G on call.

I asked you CSC code because "Use mobile data during calls" option does not exist in many countries. It's really useful feature.

Turning on use mobile data during calls option helps you to use mobile data for example when your primary sim for call is SIM 1, and primary sim for data is SIM 2. It automatically changes mobile data sim to SIM 1 when you're on call.
