 would a Samsung device do a software update even with device powered off or does it have to be on to do it ?

Your phone will need to be turned on for the software update to download and install.

@AM69  Further to @Fiona26 's post there may be a prompt or you can check in  Settings-Software Update.  The update needs to be downloaded and installed as shown here https://www.samsung.com/uk/support/mobile-devices/how-to-update-latest-software-for-your-galaxy-mobi...

Also, always make sure your phone is fully charged when downloading and installing a software update. Otherwise you'll run the risk of the battery running flat during the crucial installation process.
