Shortcuts vanished

Since updating my phone i have lost all saved shortcuts? I have tried adding new shortcuts which also don't save to the homescreen despite saying successful. At a loss as to what has happened and how to resolve this issue after searching settings to no avail!

Same I can't even add apps to my home screen. They go directly to Uninstall so I can't even add apps to my home screen. 

Evidently android has this issue for over a year and a half but still won't fix the issue with it. It's not important to them so Google won't fix the issues their goal is to sell phones not fixing them or making sure their phones work properly.
