S10 - keep getting voicemail notifications

I recently found I had a voicemail notification with no voicemail so I cleared the data on phone settings and it went away. The problem is I now keep getting new notifications for a voicemail and every time there is no voicemail and I have to clear the data again. Please can someone help me stop this. Thanks in advance.

I have never had data on my phone.  the app > phone > clear data doesn't work to get rid of the notification I have an s10e latest updates.  I have no actual voicemail so no one can call me to leave a message.
