Galaxy S10 SeriesJust came from an iPhone who had this feature for years.
Certain apps like YT, SKYPE, I just don't want to be able to use ny 3g data at all. So once they are off the wifi they should be unabled to be used.
I know data saver, or limiting the background data is not it. So am I missing something?

Thank you for replying. No this is not my issue.
Imagine this scenario.
I am leaving my house. I am now on the streets half a mile of my home wifi. I want WhatsApp and Viber and emails to use phone data (internet allowance) but I dont want to allow Youtube or certain other apps to use data. Even if I open them while off any wifi and while I am on my 3g network.
I just dont want some apps to be able to use internet outside the wifi connection.
If that makes sense?
P.s- I am also not sure if the option you suggested will prevent Youtube which I am browsing on my home wifi to not switch over to data if say my wifi cut off with out me noticing.

Galaxy S10 SeriesJust found this too. It is a large deficiency when compared to the iphone functionality. I have an app which likes to use data, which I use to view things I have downloaded while comuting. While using the app to read and listen to things, I do not want it to update anything it feels like using my data allowance.
I agree that this is very anoying.

I am also a long time iPhone user. I have purchased almost every iPhone since 2007, including the iPhone XS max.
This is not the best solution, but at lest you know thy won't use up any data while in the background, you can then only use the app(s) when connected to a WiFi connection.
You can go to:
Settings:
Apps: - default apps, apps permissions
YouTube (or app you don't want using data)
Mobile data
Allow background data usage. - off

Galaxy S10 SeriesI never had an iPhone but have had a Honor for the last 3 years, a few weeks ago i switched to a Samsung one.
While the Honor Phone had the Function to decide what apps are allowed to use the mobile data or not, does the Samsung one not have this Feature.
And the Honor Phone ran on Android 7.
So i am dissapointed as much as you are.
But what i want to say is, that not Android is the fault but Samsung.
