Have you updated your phone and apps? Have you cleared the cache in the NFC systems app?
Also, there have been a number of sticky notifications since Oreo and into Pie. You can adjust how often they appear by swiping left or right slowly to show the snooze notification (to stop them for a set period of time) and setting options (where you can stop notifications altogether).
When its a system app behaving like this - like NFC, I find it better to go into the app settings from the notification, so that you understand what is triggering the notification.
