I've found a partial solution to the Live Wallpaper not working problem. If you go into Wallpaper in settings and set the same wallpaper again it then works as a live wallpaper. When the phone is turned off it stops working.
It therefore needs to be done every time the phone is turned on. This is why I called it a partial solution.
